Imagine for a moment you are a police officer with firearms training. You should know how to use a gun, you carry one.
You need to disable a subject.
Surely, what you should do, is shoot them once in the leg. So they can no longer run from you.

What you do not do is…I don’t know shoot them six/nine times in the upper torso, head and hand.

Even if, for a moment, Michael Brown was guilty of some sort of crime, why the fuck is Darren Wilson still in the police force.
